Dodgers are trying to get out of luxury area

I honestly bet they were surprised they did so well last year. Because they haven't employed offseason win-it-all moves since signing Greinke five years ago. The previous year they took on all those big Boston contracts. But only big signings since then have been keeping players in-house: Kershaw, Kenley, Turner. Their moves seem like they want to be competitive if possible, get the payroll down, look for big fish in 2019.
