Oregon, more than any other school, benefitted from USC's sanctions. Oregon's rise did not keep USC down. Maybe they would have been a northern rival in the Chip years. I actually they would've done pretty well still, who knows? Of course, USC can have other problems in addition to sanctions: administration, coaching etc but nothing near the sanctions. USC did just win the conference and a Rose Bowl in the past two years, after sanctions effects diminished.
