it's a slippery slope when you say somebody "should" have done something when the decisions available decisions are less than obvious given that there are "experts" and "superiors" who you trust to be doing their job; so what would he have to do if he went to the real police, and nothing further happened? Send a certified letter to the attorney general? start writing to the local paper complaining? at some point, we have to accept that the people charged with investigating and following up (PSU admin/attorneys/etc.) screwed up. I'm not absolving JoPa completely, but for him to vilified this degree appears excessive given the context and the facts.
