And gives cause for suspicion. 

The entire targeting rule needs to be looked at again.  There's a clear difference between intentional (launching off one's feet and becoming a human missile) and say, when an offensive player ducks his head at the last minute, causing a helmet-to-helmet collision.  Maybe the refs can't handle these subtleties, but kicking a player out for the latter is ridiculous.
