The payments to USC athletic funds were legit.  Those payments were used to gain access to the people who made admissions decisions.  Those people were then bribed separately on a case by case basis.

For example, look at the Ucla soccer coach.  The phony non-profit made big donations to Ucla's Athletic Fund.  That got them access to the soccer coach and they made a $100,000 payment to a sports marketing company which was owned by the soccer coach in exchange for the soccer coach getting some guys admitted as prefered walk-ons.
