In the Spanish colonial system, it is acceptable for civil servents at all letters to either expect a "tip" or to take from

the till. Get pulled over by a cop for speeding, in your papers include a bit  of money, and the speeding ticket disappears.

Want something done, you are told "the person you need just stepped out", but a little bit of money gets the  response,

"I just saw him (or her) let me get the signiture you need".

So whether officially Socialist (like Venezuela) or official capitalist (like the Pilippines), you will see money and goods

disappear from the till.

A legacy from the Spanish Colonial Empire. Countries that were colonized by Spain tend to have more  corruption than

other countries.
