Because nobody in power in 1861 actually ever heard about it.  Therefore, it was completely irrevelant. 

Again, cute story but nobody of any significance heard about it in 1861.  Ergo, it was NOT the first shot fired in The Civil War.  It was, in fact, a mildly amusing anecdote. 

Sort of proves the point that if a tree falls in the woods and no body hears it fall, it didn't happen.
