I agree that education is big. In many Mexican states there is tuition free HS education but not in all. Some public universities there are still tuition free for Mexican students as well such as the Autonomous University of Mexico City. More funding would certainly help but again "conservatives" here want to cut funding for the US Dept of Ed in half so Mexico is doubtlessly on its own here
