They should know what their department allows and what it doesn't, shouldn't they?

As for the coroner's report, not sure where you got your info but there is no proof that he died of drugs even if they could have increased the likelihood of death.  Anyone who doesn't think he died mainly because a cop wouldn't let him breathe is an idiot.

The medical examiner's final findings,[87][88] issued June 1,[89] found that Floyd's heart stopped while he was being restrained and that his death was a homicide caused by "cardiopulmonary arrest complicating law enforcement subdual, restraint, and neck compression".[90] Fentanyl intoxication and recent methamphetamine use might have increased the likelihood of death.[91] Other significant conditions were arteriosclerotic heart disease and hypertensive heart disease.[92][87] The report states that on April 3 Floyd had tested positive for SARS-CoV-2, the virus that causes COVID-19, but does not list it as a fatal or other significant condition.[93][94]
