The #1 player in the state of Oregon is like the #284 player in the state of California.
Just keep recruiting from Cali and elsewhere and continue to stock your roster with 4 and 5-star gangbanger athletes and you'll be fine. No need to throw Oregon high schoolers a bone.
Sure, any kids who come up from Santa Ana to Oregon to live could be a take....lol. So Troy doesn't really count...
And yes, there are going to be exceptions...as there almost always are with everything. Colt Lyerla and Talanoa Hufanga and Ndamukong Suh are three. (Not to mention Justin Herbert.)
But in general 90% of 4/5 star kids from Oregon high schools and who grew up in Oregon are going to likely be inferior to those who grew up playing football in Florida, Texas and So Cal high schools despite their ranking.
So that's why I don't personally get too excited for Oregon kids to play at Oregon. They are usually all nice stories about growing up as a duck fan, but those nice stories don't always help win football games.
