well, this may not qualify in the unsophisticated state of Minnesota, where Moooooselim congresswomen can run their mouths without consequence, but verbal harrassment in California can indeed be criminal. Section 422 of the Penal Code sets out the rule. If you make a threat and have the immediate capability to carry it out, you just committed a hate crime, a terrorist threat. Is that what this punk did in the presence of these terrified coeds? I did not hear his comments, but it seemed as if he was threatening them in some fashion. Clearly, right in their faces, he had the present ability...and he is one scary looking doooooood. So, maybe he did harrass them within the definition of the law.
