The first rule for a low level bureaucrat is to hire more bureaucrats below you so you have someone under your authority. Any public sector bureaucrat lives by that rule
Dont forget the diversity efforts and reporting woven into that staff-bloat. Pretty press-releases about percentages, welcoming arms to LGTBQIAPP, and the like require people to indoctrinate others, recruit, count and bloviate.
UCLA has an uphill battle in football largely because of Guerrero. But I don't think anyone thought Chip would suck at UCLA, so that's not really on him.
