The possibility is there for 4 3 loss teams and 1 4 loss team to be Conference Champions.

Georgia 12-0

Oregon/Utah 9-3

Same as the point of conference tournaments in basketball -- to elevate your mediocre teams.

Remember that no one except the ACC had a tournament in the days when only the conference champ got a bid to the NCAA tournament, and each conference determined how to select its own champion.

Once the NCAA expanded the field and started letting in teams that weren't conference champs, all the conferences realized they could get extra teams into the NCAA by holding a post-season tournament and declaring the winner of the tournament the champion. They figured, correctly, that the NCAA wouldn't turn down a regular season champion just because it lost in the tournament.
