Yeah, he's not responsible for the drops or fumbles of course, but he doesn't seem to adequately recognize when the heat is coming. Nobody expected him to be as elusive in the pocket in the NFL as he was at USC (where he almost never took a sack), but he just seems a lot slower in reacting to impending disaster than he used to.
