Apparently they didn't measure John Elway at the Combine then. A friend of mine was one of his WRs who has a perpetually "badly bent" finger that he got catching a pass from his housemate, John Elway at Stanford.
Actually, he didn't set the record. He threw an average fastball but the guys in the UCLA sports info department went back to a non-conference game in his sophomore year and found an extra 5 mph and gave him credit.
Thompson-Robinson left UCLA this offseason as the program's all-time leader in passing yards. The former Bruin showed off his athleticism with a 4.56s 40-yard dash and a 10-foot-1 broad jump, which ranked No. 4 among quarterbacks. However, Thompson-Robinson struggled in throwing drills, failing to connect with his receivers on multiple passes.
"Throwing the ball, he struggled," Trapasso wrote. "Accuracy, timing, anticipation, rhythm, and it was even apparent he doesn't have a big-time arm when he had to throw the deep out, post corner, and long ball. "
He had plenty of velocity on his throws. The ball would literally bounce off hands and chests. What he didn't have was any feel whatsoever for how to throw a pass longer than 15 yards. The fact that the deep pass was not an option and didn't have to be respected at all really shows how potent Chip Kelly's offense is to still put up the numbers it did. He was a good leapfrogger though.

That surprises me. I didn't take him for a rocket arm. That should get him drafted at least.

A good SID will do that.

He hit the zero right on the bulls eye. Game Set Match.
Thats about as worthless as the guy who threw the ball over 60 yards on his knees years ago..
We know he can sling it, just ask Mekhi Blackmon. And Shane Lee. And Korey Foreman. He throws a wickedly fast ball.
