You simply can not run in a substitute with 10 seconds on the play clock. Only two things will happen: Need to take a timeout or take a delay of game penalty. Both are negatives. David Shaw did the same thing and cost him chances to win games.

The efense does not know who they want on the field until the offense substituted so a late substitution is understandable, I think the offense should be given 5 seconds after the official pulls back nd allows the play to start.

Only morons don't understand this. Riley and Java are in the moron camp. They both said, "I'd rather run a late substitution and be on the 7 than be prepared and run a play from the 2."
Need to change the rule, don’t know how or what they could do. Create a 15 second sub window, at the start of the play clock? No clue. It’s stupid that the Offense can sub in the first 5 to 7 seconds of the play clock and then once everyone is at the LOS, D can then run someone out, usually a 325lb DL who power walks out with 6 seconds left on the play clock and the ref’s allow it. Rule should be if the Offense huddles the D has the first 15 seconds of the play clock to match. But once the Oline is in a 2 point stance or center on the ball, subs stop for both teams.
chip kelly got away with it for years at UO. Wonder what his record would have been if he wasn't allowed to cheat for a decade.
