There can never be a complete apples-to-apple answer here - too many variables involved.
But one can make general sweeping statements that contain elements of truth.
The truth is USC has not had good ratings in the recent past, Oregon has. And, yes, absolutely better than SC.
Is that changing? Maybe. Too difficult to tell despite the 9.2M from the LSU/USC game.
If USC starts tanking in games vs Michigan, Wisconsin, Penn State, I wouldn't count on continued good ratings.
Therefore, my statement stands: Oregon drew better than USC at the time when I made such a statement. Can that change now, months later? Absolutely.
