Sources: The Big Ten’s presidents met early Thursday morning and authorized Commissioner Tony Petitti to explore expansion and bring them back more information on Oregon and Washington as potential Big Ten members. No offers have been made,

And a deal is uncertain. There’s a political thicket with the potential additions because the moves don’t offer the current Big Ten schools any additional money. USC doesn’t have a vote, but they’ve been vocal in the past about not wanting other West Coast Big Ten teams.

All things considered, it's an extremely fast process for something that would normally take months to do, TEE. A lot of the work has likely been going on behind the scenes for a while now with the NW schools, though.
It's pretty clear if an offer is forthcoming, it won't arrive until next week sometime at best, end of next week most likely. They have to show they are doing their due dilligence here. I've heard only that the aim is to get an offer out before the start of the season.
The networks have already approved UW and UO. They want them. Can they convince the presidents too? TBD. Maybe use that leverage of the prez' hesistancy to get more out of the networks, or convince UW and UO/Stanford to take a smaller share?
If I were SC I wouldn't want any PAC teams either...payback for the way the PAC handled the NCAA investigation when those schools danced in glee....screw them...but since US doesn't have a vote if the Big 10 votes for it and USC hasn't siigned the dotted line with the Big 10...I suggest that they go Independant after seeing their value when they jumped from the PAC...
they are trying to look thoughful and considerate
they already already ran the numbers and know the value of Washington and Oregon
and it's a half a media share
they need content for the Pacific NW media market to keep that market alive
