If they improve player safety, why don't teams wear them in games, too?

It's a joke that coaches play on players to make them look like dickheads.
I'm guessing: A smooth helmet, the hitting helmet might slide off, whereas with foam the helmet, the helmet doing the hitting doesn't slide off and the receiving helmet takes more force.
An attempt to be PC about concussions. Problem is, it's the brain smacking the inside of your skull. Helmet or foam padding doesn't ameliorate that. Simple physics and biology.
