Based on expectations for 2021....but, yes, likely forecasted based off of what happened to a degree in 2020 (how anyone can deduct much of anything from the abortion that was last season--other than Alabama is good--is beyond me....)
Interesting chart. No offense but I'd say uOo is 2.5. Repeat last year's success this year and then I'd say 2.0. LSU coming off that bad season last year is hanging on to that 2.0 and they've got some ncaa 'splaning to do. Not going to lie thought, I wouldn't mind the old McKay model, championship years mixed in with clunkers.
Including Boise State in the tier 2 list is like seawater on the foundation of a building. It compromises the whole structure. UCLA tier 4 ? Kinda high.

Seems a few tier 3s based on last year alone.
Iowa state & even UNC a bit. One year is never enough time to judge a program.
I'd consider Oklahoma tier 1. And of course Boise is not tier 2, Oregon is borderline tier 2, ucla tier 5(no, not kidding)
