According to the Regents documentation, UCLA leaving the PAC-12 will cost CAL $3 million a year. This is all a lot about nothing. Maybe Cal can put a better product on the field and get 3,000 more paying customers over the entire football season, that's 500 per game.
They can still share with them as a member of the UC system.
But the UC system has zero authority over the P12 or B10. The UC schools do not all play in the same conference.
