The sign-stealing investigation threatening to disrupt Michigan’s football season began after an outside investigative firm approached the NCAA with documents and videos the firm said it had obtained from computer drives maintained and accessed by multiple Michigan coaches, according to two people familiar with the matter, evidence that suggests the scandal’s impact could broaden beyond the suspension of one low-level assistant.

With multiple high-level staff involved over years in a well-documented way, having Harbaugh say he didn't know just leads to a very clear lack of institutional control. The university spending for reimbursement of tickets and travel weaves this systematically through the Athletic department. If the hacking by the investigator into the Michigan system proves true, then that felonious action would make that evidence inadmissible in every court, but super useful in a kangaroo NCAA hearing. Who paid for the hack is unclear or undisclosed right now.

Now that the cat is out of the bag videos are bubbling up all over the places. Multiple people in the conspiracy makes secrecy near impossible.

I am a little confused here. Do I take it that Ohio State discovered that their server had been hacked and then hired an outside firm to investigate and trace it back? Is that how the outside firm got involved ?

Most hacking is illegal as one has to use false credentials. In this case they would be using false credentials ot access government computer used for official business.

There are both federal and state laws. The CFAA is the main federal anti-hacking law. The CFAA imposes liability in two situations: any one (1) who “intentionally accesses a computer without authorization; or (2) exceeds authorized access.” 18 U. S. C. §1030(a)(2). The Supreme Court addressed the second situation in its ruling on Thursday.

The CFAA is often the go-to claim prosecutors use when someone “hacks” into computer networks covered by the CFAA. But over the years, the CFAA became a favorite tool for businesses to use against former employees accused of wrongfully accessing company data for personal gain. Or in other instances, CFAA claims were brought against employees with authorized access to company data, but exceed that authorization by misappropriating the employer’s trade secrets or other confidential information before leaving to work for a competitor.
