Unrealized gains 25%? Do they come back the following year and take another 25%? After 4 years, you would have effectively nothing (yes, I know, Zeno's paradox).
Capital gains 44.6%? They're not going to indemnify you loss to the tune of 44.6% (and you can't take that much off your taxes). This makes investments too risky (especially venture capital). People will leave the market for safer, if lower yield, bonds. The value of stocks, and thus corporations, will go down, and. hence, the ability of corporations to secure loans for expansion. Less growth, less taxes revenues, and less employment.
