Sounds like a recipe for revolution. You're right that something similar is needed. But we do have a govt now that should try to solve issues on basis of need. It still has that option, even on top of the massive amount of corruption. There is the here and now still to deal with. It might even keep the people mollified, and less desirous of revolution
