A friend has a son with physical disabilities and doesn't drive a car. He doesn't register to vote for that reason. The company he works for grants paid time off for jury duty so that avenue won't work. Taking a bus is unreliable for meeting a schedule and would take hours for transfers, depending on what court he would be assigned to. He doesn't want to go to through the hassle of going to his doctor and getting doctor's note then submitting it for excused jury duty. He would vote republican too.

About 160 million vote in a country of 340 million. That apathy is the real problem.
